Is strictly to be called Umbris by his followers/underlings.

Not a good person by any stretch of the imagination.

Sits on bridge rails at night for the sole purpose of scaring the hell out of people with his glowy eyes.

Seems to simply have stopped aging at some point.

There have been many assasination attempts on him, but none have succeeded.

All of the assassins seem to have mysteriously disappeared.
