Hypnosis - He is able to permanently or temporarily hypnotize people, putting them completely under his control. He needs to start subtly, but once the victim is in deep enough, he can brute force it. He can also usually brute force it onto someone with a weak, or weakened will/mind.
The hypnosis is most effective when looking straight into his eyes.
He can also create small gems that subtly radiate their power onto anyone who's close enough to them. Usually used to soften a large number people up so he can bruteforce his hypnosis onto them.
Personality
A powerful and arrogant megalomaniac striving for world domination. And actually doing a pretty decent job at it, overall helped by his natural charisma and smarts.
Keeps the vast majority of people from places he's overtaken/under his rule under permanent hypnosis. Only exceptions are people that are either completely loyal to him (such as Electra and Goldenrod) or ones he wants to mindbreak himself, without hypnosis.
This does ultimately lead to peace in his kingdom, but the morality he gives his subjects is... highly questionable.
Sometimes consumes alcohol, within reason.

Relationships
Electra
[King and General]Noctis and Electra are around the same age, and while they weren't really friends, they knew eachother.
When Noctis overthrew the old ruler of their kingdom, she willingly pledged her loyalty to him, believing he would bring an era of peace between kingdoms.
Taking note of her electric powers and skills on the battlefield, he eventually promoted her to general.
She's one of the very few people Noctis doesn't really use his powers on.
Noctis' thoughts on Electra
"Electra is... a unique case for sure~ She pldged her loyalty to me without me even needing to use my powers on her. She's a very valuable asset, and even I can respect her powers. And best of all~ since she's completely loyal to me, I can make her do whatever I please without resistance~"

Goldenrod
[King and Toy]Goldenrod was often times bullied harshly for being intersex, but the bullying stopped like into a wall when Noctis took over where he lived.
This led to Goldenrod becoming highly grateful and loyal to Noctis, which in turn led him to his court to show his appreciation.
Noctis took a great liking to his loyalty and pussy and took him under his wing, leading to Goldenrod living in the castle and falling ever further under his King's influence.
In truth, Noctis primarily keeps him around as a sex pet.
That is also why Noctis has him wear a bell collar (given as a 'gift') and keep his tail short and tied up.
