Noctis and Electra are around the same age, and while they weren't really friends, they knew eachother.
When Noctis overthrew the old ruler of their kingdom, she willingly pledged her loyalty to him, believing he would bring an era of peace between kingdoms.
Taking note of her electric powers and skills on the battlefield, he eventually promoted her to general.
She's one of the few people Noctis doesn't really use his powers on.
Electra's thoughts on Noctis

"Electra is... a unique case for sure~ She pldged her loyalty to me without me even needing to use my powers on her. She's a very valuable asset, and even I can respect her powers. And best of all~ since she's completely loyal to me, I can make her do whatever I please without resistance~"
