He is able to permanently or temporarily hypnotize people, putting them completely under his control. He needs to start subtly, but once the victim is in deep enough, he can brute force it. He can also usually brute force it onto someone with a weak, or weakened will/mind.

Noctis and Electra are around the same age, and while they weren't really friends, they knew eachother.
When Noctis overthrew the old ruler of their kingdom, she willingly pledged her loyalty to him, believing he would bring an era of peace between kingdoms.
Taking note of her electric powers and skills on the battlefield, he eventually promoted her to general.
She's one of the few people Noctis doesn't really use his powers on.
